Why this initiative

SECTION27, the Socio-Economic Rights Institute of South Africa (SERI) and Read Hope Phillips are independent organisations with a commitment to social justice in South Africa.

We have developed and supported the development of the ‘Making local government work’ guide as the larger initiative looking to build a network of organisations and activists around the country as we all attempt to hold local government accountable and develop local communities.

The guide is a practical resource to assist communities and organisations to participate in municipal processes and consolidate democracy in South Africa, and has been made available in this on line form to enable more communities and organisations to have access to it.

We believe that if we all work together, we can achieve the objectives of local government as set out in section 152 of the Constitution:

  • To provide democratic and accountable government for local communities;
  • To ensure the provision of services to local communities in a sustainable manner;
  • To promote social and economic development;
  • To encourage the involvement of communities and community organisations in the matters of local government.

More broadly, we have embarked on this project, in line with the founding principles of the Constitution, to contribute to developing a “democratic and open society in which government is based on the will of the people”, and to promote the advancement of “human dignity”, “the achievement of equality” and “human rights and freedoms”, as well as improving the quality of life and freeing the potential of each person.
